This significant ruling emerged from a contempt of court petition concerning two visually impaired siblings, Saima and Mujtaba, who were denied permanent employment at KDA. Despite having served the authority on contract for two to three years, and with a previous court order for their regularization under the disability quota, KDA not only failed to confirm their positions but instead terminated their contracts. The petition targeted the Chief Secretary Sindh and the Director-General KDA for this failure.
