It is alleged that the government made a controversial amendment to a stringent law governing private educational institutions, seemingly to benefit its local leaders. The Khyber Pakhtunkhwa Private Schools Regulatory Authority Act, originally promulgated on June 9, 2017, contained strict provisions. Specifically, Clause 22(4) of this Act empowered the regulatory authority to close or seal any private school found negligent. Furthermore, Clause 22 mandated that all private schools operating within the province must register with this Authority. Failure to register, as per Clause 22, gave the Authority the clear right to seal or shut down such non-compliant institutions. However, a notification issued on June 23, 2017, reportedly introduced a "criminal amendment" to this original Act. This amendment removed Clause 22(4), which granted the power to seal or close private schools, replacing it with merely a fine. Sources indicate that this amendment to Clause 22, sub-clause 4, of the KP Private Schools Regulatory Authority Act was specifically designed to safeguard private educational institutions owned by influential figures, including Asad Qaiser, Mushtaq Ghani, and other political leaders. It is further claimed that this change was introduced in 2017 at the insistence of Asad Qaiser, who was then the Speaker of the Khyber Pakhtunkhwa Assembly, and others who were directly involved in the private school business.
